Heat Pump Installation in Frederick
Most homes in Frederick buy gas from Black Hills Energy and electricity from United Power, according to the town's new-resident kit. Neither is Xcel, so the Xcel rebate numbers in most online heat pump guides don't apply here. The good news is that Frederick is a DRCOG member, so the regional Power Ahead rebate does.
Which incentives apply
Power Ahead Colorado pays $1,500 for a cold-climate air-source heat pump in an existing home in a participating jurisdiction, and the town is on DRCOG's member list. A verified contractor must submit for pre-approval before work starts, and new construction is excluded. The Colorado heat pump tax credit adds $1,000 in 2026, with at least $333 passed to you on the invoice. Federal 25C doesn't cover anything placed in service after 2025.
Black Hills Energy's 2026 gas rebate form for Colorado doesn't include heat pumps. If a dual-fuel project includes a new furnace, it lists $350 for a 95% AFUE furnace or $375 for 97%, with 2026 installation required and applications due January 31, 2027. United Power runs its own member program; we couldn't confirm 2026 heat pump amounts, so call the co-op before you sign.

Frederick Climate Note
Frederick sits at about 4,938 ft on the open prairie, with strong winter winds and rapid temperature drops. Sealed-combustion furnaces and well-sealed ductwork are essential.

Sizing to the town's own design numbers
The town publishes its own design criteria: a 1°F winter design temperature, 115 mph wind and a 30 psf snow load. We run the Manual J at that temperature rather than a generic Denver figure, then select a cold-climate unit by its low-temperature output with an altitude correction. NREL measured about 5–7% less heat pump capacity at Golden's elevation than at sea level, and this part of Weld County, at about 4,938 feet, is close enough that the same idea applies. Outdoor units go on anchored, raised mounts out of drift zones. See our sizing guide.
Newer homes are the easy part
Frederick had fewer than 900 housing units in 2000 and almost 5,000 by 2020, so most homes in subdivisions like Wyndham Hill and Rinn Valley Ranch are less than 25 years old. They usually have modern ducts sized for central air and 200-amp service. That makes a ducted heat pump a direct replacement for the AC, paired with the existing furnace or a new air handler. The town also adopted the Colorado Model Electric Ready and Solar Ready Code, which affects new construction more than equipment swaps. Older houses in Old Town Frederick, from the coal-mining era, may need a ductless approach.
Running costs with Black Hills and United Power
At current Colorado prices, gas heat from a 95% furnace is usually cheaper per unit than heat pump heat, and your actual numbers depend on Black Hills gas rates and United Power electric rates. That's why dual fuel is the common recommendation: the heat pump cools in summer and carries mild heating days, and the furnace takes over in deep cold. Ask United Power about time-of-day pricing before setting the switchover. Our dual-fuel guide explains how to calculate it.
Permits
The town's Building Department issues permits under the 2024 IRC, IMC, IFGC and IECC with local amendments. Our permit package includes the Manual J and the equipment specifications, and we book the inspection. If your HOA reviews exterior equipment, get that approval in hand first, especially if the outdoor unit is moving to a new spot.

Heat Pump Installation FAQs — Frederick
Do Xcel heat pump rebates apply here?
Generally no, since most homes use Black Hills gas and United Power electricity. Power Ahead and the state credit still apply.
Is the town eligible for Power Ahead?
Yes. The town appears on DRCOG's member list, so an existing home can get $1,500 if the contractor is pre-approved before starting.
Does Black Hills pay anything toward a heat pump?
Not for the heat pump. It does list furnace rebates in 2026 that can apply if a dual-fuel project includes a new high-efficiency furnace.
What design temperature do you use?
The town's published 1°F winter design temperature, with an altitude correction.
Can a heat pump replace my AC without touching the furnace?
Yes. In most newer homes the heat pump replaces the outdoor AC and a matched coil goes on the existing furnace, which then becomes the backup heat source.
