AC Installation & Replacement in Boulder

Boulder averages July highs near 88 degrees, and the hot spells are getting harder to ride out with open windows, especially during smoke season. Installing cooling here runs through the city's own 2024 Energy Conservation Code and a permit from Planning & Development Services, which is a different process from the rest of the metro. We handle the code, the permit, and the sizing, and we price a heat pump next to a straight AC so you can see both.

How Boulder's energy code shapes the project

The city sorts residential work into alteration levels. According to the city's 2024 energy code FAQ, replacing an air conditioner, or more than half of a system, counts as substantial mechanical work in a Level 3 alteration. When that project also substantially alters the home's thermal envelope, a gas furnace being replaced must give way to all-electric or other non-fossil equipment, although the old furnace can stay as backup.

Even without envelope work, a Level 3 project must leave the space wired for future electric equipment. In practice that pushes many Boulder projects toward a heat pump, or at least toward an electrical plan that can support one later. We sort out which level your project falls into before we quote, and confirm unusual cases with the city.

Boulder Climate Note

At 5,319 ft and against the foothills, Boulder runs ~3-5°F colder in winter than Denver and gets intense solar gain on south-facing slopes. Heat pumps perform exceptionally well here.

Cooling a Mapleton Hill or Martin Acres home for the first time

Most of Mapleton Hill's roughly 500 homes predate 1910, and many have radiators or gravity-era layouts with no ductwork worth using for cooling. For those houses, a ducted system is often a major remodel; a ductless or small-duct heat pump can cool bedrooms and living areas without opening plaster walls. Our guide to mini-splits in older homes covers the options.

Martin Acres' 1950s ranches are simpler: a basement furnace, short duct runs, and a yard for the condenser. The common snag is the electrical service. Many of these homes have small panels already crowded with circuits, and a heat pump or AC needs its own 240-volt breaker. We check capacity first and tell you if an electrician needs to be involved.

Sizing, smoke, and wind

At around 5,300 feet, coils deliver a little less than their sea-level ratings, so we run a Manual J on every installation rather than matching the old unit's tonnage. Because Boulder homes often shut tight during wildfire smoke, we also plan the return and filter rack for a higher-efficiency filter, which needs more filter area to avoid choking airflow.

Boulder's downslope windstorms have produced gusts above 100 mph, including 112 mph during the Marshall Fire. Outdoor units should sit on a secure, level pad, out of the path of blowing debris where possible, and line sets should be strapped and sealed where they enter the house.

Refrigerant, efficiency, and incentives

New split systems now use R-454B or R-32, so the indoor coil is replaced with the outdoor unit. Colorado is in the DOE North region, where the minimum for a split heat pump is 14.3 SEER2 and 7.5 HSPF2 and for a split AC 13.4 SEER2.

On the money side: Boulder County's EnergySmart rebates are limited to income-qualified households in 2026, and the county has run the Switch Together heat pump group-buy. Colorado's $1,000 heat pump tax credit is claimed by the contractor with at least $333 discounted to you, and Power Ahead Colorado offers $1,500 for cold-climate units, filed before work begins. Xcel Energy is the electric utility; confirm its current rebates, which changed in October 2026.

Air Conditioning Installation FAQs — Boulder

Does Boulder require a heat pump if I replace my AC?

Not in every case. It depends on your project's alteration level and whether the envelope is also being changed. We review the 2024 code FAQ against your scope and confirm with the city when it is unclear.

Who issues the permit?

City of Boulder Planning & Development Services issues the mechanical permit. Parts of Gunbarrel are unincorporated and fall under Boulder County instead, so we confirm jurisdiction first.

Can I cool a historic house without ductwork?

Yes. Ductless or small-duct heat pumps can cool and heat without major wall work, and exterior changes in a historic district may need separate review.

Is there still a federal tax credit?

No. The federal 25C credit ended for equipment placed in service after December 31, 2025. State and regional incentives remain.
