Furnace Installation & Replacement in Boulder
Replacing a furnace in Boulder involves more rules than anywhere else in the metro. The 2024 City of Boulder Energy Conservation Code, effective December 1, 2024, decides whether a gas furnace can be replaced like for like. The state's 2026 NOx law decides which gas furnaces can be sold at all. We sort both out before you choose equipment.
What Boulder's energy code allows
The city's FAQ on the 2024 code says a furnace can still be replaced with a new furnace in Level 1 and Level 2 alterations. A Level 3 alteration that is mechanical work only still allows replacement, but the space must be made electric-ready. When a Level 3 project also includes substantial envelope work, new equipment must be all-electric, and the existing furnace can stay only as backup. Replacing 50% or more of a system counts as substantial mechanical work.
In plain terms, a stand-alone furnace swap is usually still allowed, while a furnace replaced as part of a major remodel may need to be a heat pump. We confirm the alteration level with Planning & Development Services before we order equipment, because that decides the permit path.

Boulder Climate Note
At 5,319 ft and against the foothills, Boulder runs ~3-5°F colder in winter than Denver and gets intense solar gain on south-facing slopes. Heat pumps perform exceptionally well here.

Housing age and what we find
Mapleton Hill has about 500 homes, most built before 1910, and many were converted from coal or gravity heat decades ago. Furnaces there are often in cramped basements with venting into old masonry chimneys. Martin Acres, from the 1950s, has smaller ranches with furnaces that are frequently on their third generation. Table Mesa and Gunbarrel homes from the 1960s through the 1980s often still have duct layouts built for much larger furnaces than they need today.
Sizing at 5,319 feet
Boulder's elevation calls for about a 21% derate, so a 60,000 Btu/h input furnace runs at roughly 47,000 here once it is set up for altitude. Older homes that have had insulation and window upgrades often need far less heat than the original equipment supplied. A Manual J load calculation shows that, and it matters even more if you are considering a heat pump, since heat pumps are sized to the load rather than the old furnace.
Gas furnace options under the NOx law
If a gas furnace is allowed, it must meet the 14 ng/J NOx limit or the current ENERGY STAR version (97% AFUE since July 31, 2026). An ultra-low NOx 80% furnace can sometimes keep a lined chimney vent in an older house. A condensing furnace needs PVC venting and a drain, and the water heater left in the old chimney needs its own properly sized vent. SWEEP's 2023 analysis noted some ultra-low NOx furnaces need a high-altitude conversion kit. See our NOx rules guide for the background.
Rebates point toward heat pumps
The city's recent rebate lists have excluded gas furnaces, and in 2026 the county's EnergySmart rebates go only to income-qualified homeowners. Heat pumps have more support: Colorado's $1,000 air-source heat pump credit, Power Ahead Colorado's $1,500 for cold-climate units, and Xcel heat pump rebates, which changed October 1, 2026 and should be confirmed with Xcel. The federal 25C credit ended after 2025.
For homes with good ductwork, a dual-fuel system keeps a gas furnace for the coldest hours. For Mapleton Hill houses with limited duct space, ductless mini-splits are often the cleaner fit.

Furnace Installation FAQs — Boulder
Can I replace my gas furnace with another gas furnace in Boulder?
Usually, yes, if it is a stand-alone replacement. If it is part of a major remodel with substantial envelope work, the 2024 code can require all-electric equipment. We confirm the alteration level first.
What does electric-ready mean for a furnace swap?
Under the code, a Level 3 mechanical-only alteration must prepare the space for future electric equipment. We review what that requires for your project with the city before quoting.
My Mapleton Hill chimney is unlined. Is that a problem?
It can be. Any gas appliance left venting into it needs a vent sized for it, often a listed liner. We inspect the chimney before recommending an 80% or condensing furnace.
Who pulls the permit?
We do. Planning & Development Services issues the mechanical permit for a furnace swap and inspects the finished work.
How long does a furnace replacement take in a historic home?
A straight swap is often one day. Relining a chimney, running new PVC through a stone or brick foundation, or adding electric-ready wiring can add a day or more, and we put the schedule in the quote.
