Heat Pump Installation in Westminster
About two-thirds of Westminster's homes were built between 1970 and 1999, and roughly 40% of its housing is apartments or townhomes. The city also straddles Adams and Jefferson counties. Heat pump installation in Westminster is mostly about fitting new equipment into existing systems, either as dual fuel in single-family homes or as ductless in attached ones.
1970s–1990s single-family homes
Neighborhoods like Wood Creek, Westcliff, the Standley Lake area and Legacy Ridge were mostly built in that 30-year window. A typical house has a gas furnace in the basement, a separate AC condenser outside, and ducts designed for both. When the AC reaches the end of its life, replacing it with a heat pump and adding a dual-fuel control is usually the best value. The heat pump heats through the long mild stretches, and the furnace handles the coldest nights.
If the furnace is also old, an all-electric design is worth pricing. It needs a heat pump sized for the cold, an air handler with backup strips, and enough panel capacity for both. Many 1970s homes have 100- or 150-amp service, so we check the panel at the estimate.

Westminster Climate Note
Westminster's mix of newer and older neighborhoods means we work with everything from 1970s gravity furnaces to modern variable-speed systems.
Neighborhoods We Serve
Bradburn, Standley Lake, Legacy Ridge, Trailside, Wood Creek, Westcliff, Shaw Heights, North Park, Hidden Lake, Cotton Creek
Townhomes, condos and ductless
With about 30% of housing in apartment complexes and about 10% in townhomes, many Westminster residents can't install a standard split system. A one- or two-zone ductless mini-split can often replace a wall AC or electric baseboard and heat efficiently in winter. HOA approval for the outdoor unit and wall penetration usually comes first. HomeGuide's national market range for a single-zone mini-split is $2,500–$6,000 before incentives. See our ductless guide for layouts.
Sizing for the cold
Both Adams and Jefferson counties carry a design temperature of about 5°F in ENERGY STAR's guide. We size from a room-by-room Manual J at that temperature, correct for the roughly 5,325-foot elevation, and choose equipment by its published 5°F capacity. Downslope wind events reach this part of the metro, so we mount outdoor units securely and keep them out of drift and drip zones.
Split-level and tri-level plans are common in Westminster's 1970s neighborhoods, and they often have one level that's always too warm or too cool. A variable-speed heat pump helps even that out, but we also look at returns and dampers, because equipment alone can't fix a duct layout that starves one level.
Rebates and running costs
Xcel Energy is the main gas and electric provider, and United Power serves some customers. Xcel's heat pump rebates apply to Xcel customers. Installers report they were cut on October 1, 2026, so confirm with Xcel. United Power customers should check with the co-op. The city is a DRCOG member, so Power Ahead Colorado's $1,500 applies to existing homes with contractor pre-approval. The state credit gives at least $333 off your invoice. If you're replacing electric baseboard heat, note that the City of Broomfield reports heat pumps replacing existing electric heat aren't eligible for Xcel's bonus rebate, so ask Xcel which rate applies. The federal 25C credit has ended.
Honest running-cost note: at today's prices, a 95% gas furnace usually costs less to run in cold weather than a heat pump. But replacing electric baseboard or wall heaters with a mini-split typically cuts heating cost substantially, because the heat pump delivers well over one unit of heat per unit of electricity. See heat pump vs. furnace in Colorado.
Permit
The City of Westminster's Building Division (303-658-2075) issues the residential permit. We file it with the load calculation and equipment data, coordinate electrical permits for new circuits and schedule the inspection. Estimates are free and itemized, with financing available.

Heat Pump Installation FAQs — Westminster
Is dual fuel a good fit for my 1980s Westminster house?
Usually. If the furnace is sound and the AC is failing, a heat pump in place of the AC gives you efficient heat with gas backup.
Can I put a heat pump in my townhome?
Often, as a ductless mini-split. Check your HOA's rules on outdoor units and wall penetrations first.
Will replacing baseboard heat with a heat pump save money?
In most cases, yes. A heat pump delivers more heat per unit of electricity than baseboard resistance heat.
Which utility rebates apply?
Xcel rebates for Xcel customers (confirm amounts), United Power's program for its members, plus Power Ahead and the state credit.
